Terms of Reference

The objectives of the group are to:

  • Lead and ambassador a social movement for change with addressing and reducing structural racism as a barrier to effective health outcomes
  • Ensure that the Integrated Care System (ICS) Board is actively promoting and accountable for a zero tolerance on structural racism within its services both in terms of staff and citizens through statement and actions.
  • Understand the experience and other evidence sources highlight where ethnic differences are evident in relation to service provision, access, experience and outcomes from neonatal care to end of life care.
  • Invest in and implement co-production of solutions to remove barriers and increase trust and confidence in NW London through an establishment of a reference group.
  • Based on National best practice and local community insights, provide recommendations to the ICB Executive/Board on remedial sustainable action on the structural racism barriers identified. 
  • Work as a system oversight group in identifying key areas of focus to address the current barriers to health outcomes for the black community in NW London.
  • Support Borough Based Partnership’s (BBP) to implement community research models, at place level, to connect with residents furthest away from decision making.
  • Work at the grass roots with community groups to truly understand and use the lived experiences to enact the required change and ensure these are heard directly at all levels of the ICS/ BBP’s
  • Work with community representatives to develop a work-plan/themed basis of areas of focus based on the evidence and insights gathered and in relation to current population health management priorities. 
  • Plan and sponsor relevant workshops that have key ICS senior representatives to co-produce solutions.  
  • Provide the ICS Executive Board/PPHMI Board and LA Leaders/CEO with quarterly reports on findings and key recommendations. 
  • Work with wider NHS England/London and London Race Observatory to ensure the insights and evidence gather for NWL ICS Influence the national wider race inequality agenda. 

Frequency of meetings: The group meet every six weeks
