Following an appointments process, we’re pleased to introduce the new Executive team for North Central London and North West London ICBs:

• Dr Jo Sauvage, Chief Medical Officer
• Jennifer Roye, Chief Nurse Officer
• Richard Dale, Chief Strategy Officer
• Sarah McDonnell-Davies, Chief Transformation Officer
• Sarah Morgan, Chief People Officer
• Ian Porter, Executive Director of Transition.
Frances O’Callaghan was appointed at Chief Executive Officer for both organisations in September 2025.
Frances O’Callaghan said: “I’m delighted to be able to announce the new Executive team, which will play a crucial leadership role in achieving our ambitions to provide the very best care for our communities across West and North London.
“They will spearhead our efforts in a strategic approach to commissioning, by ensuring we are making informed, clinically-led decisions on the services we support, based on data and insight from our communities, exploring new, innovative and impactful models of care.
“My thanks to colleagues, including our Chair, Mike Bell, external stakeholders from across both north central and north west London, NHS England, and inclusion representatives, who supported our process.
“I’d also like to show our appreciation for our outgoing Executives, who have contributed so much to the NHS and to improving health and care in our local communities.”
The new Executive structure forms part of the preparation for merger of the two organisations in April 2026. Once merged, West and North London ICB will be the largest in England – covering 13 boroughs and serving a population of 4.5m residents.
