On Monday 23 March the joint Boards of North Central London and North West London ICBs took the decision to sign a letter of intent to delegate All Age Continuing Healthcare and Complex Care individualised commissioning responsibilities to Central London Community Healthcare NHS Trust (CLCH).
This was followed by a similar decision by the Board of CLCH on Thursday 26 March to agree to sign the letter of intent.
It is proposed that the new West and North London ICB, which will come into existence on 1 April, will hold statutory responsibilities for the service, including oversight and final decision-making, while the assessment and contracting for the services will transfer to CLCH.
Jennifer Roye, Chief Nurse Officer for North Central London and North West London ICBs, said:
“Delegating some responsibilities for All Age Continuing Care and Complex Care to Central London Community Healthcare NHS Trust (CLCH) provides a great opportunity to maintain an excellent service for residents and improve the way that care is delivered. This service aligns closely with its existing community provision, and the Trust has the right infrastructure to support staff in continued professional development.
“We have a unique opportunity to define an ambitious, transformational vision for CHC and complex care services — one that delivers good outcomes for residents, strengthens system sustainability and aligns with the ICB’s strategic commissioning priorities.”
James Benson, CEO of Central London Community Healthcare NHS Trust (CLCH), said:
“CLCH has strong capability and a deep understanding of the needs of West and North London residents. We are pleased to be able to work with the ICB to consider how we may hold delegated commissioning of services for the newly merged West and North London ICB which remain responsive to local need.
“Over the coming week we will be working with the ICB to undertake due diligence and develop plans to support the delegated commissioning of CHC and complex care services across the 13 boroughs of West and North London. We are committed to working in partnership with the ICB, boroughs, and local providers to deliver community-centred care that supports people to live independent, healthy lives. The CLCH Board will confirm the delegation is ready to proceed once the due diligence process is completed.”
It is expected that staff currently working in complex care services in NCL and NWL ICBs will transfer to CLCH in summer 2026. This means that the same staff should continue to provide the service to existing users, ensuring continuity of care.
